Abstract

This study investigates sewer-related complaints in New York City using 2024 data from the NYC 311 Service Requests system, with a focus on street flooding and catch basin issues. Combining exploratory analysis, hypothesis testing, logistic regression, and negative binomial models, the analysis reveals disparities in complaint resolution times driven by complaint type, borough, socioeconomic conditions, and timing factors. Catch basin complaints emerge as strong predictors of flooding reports, and delays are more likely in lower-income areas and during weekends. Findings support targeted operational reforms and enhanced complaint data practices to improve urban flood response equity and efficiency.
